Unemployment Compensation (Support Staff Policies and Procedures)

Policy

Applies to: University employees

Michigan State University is covered by the Michigan Employment Security Act. MSU Human Resources Unemployment Compensation (UC) is responsible for meeting the University's reporting obligations under the Act.

Eligibility:

  1. Eligibility for benefits under the Michigan Employment Security Act is determined solely by the Michigan Unemployment Agency (MUA).
  2. When warranted, the UC may challenge a separated employee's claim for benefits on the basis that he/she does not meet the eligibility requirements of the Act.

Disqualification:

  1. The MUA may determine that an otherwise eligible claimant is disqualified for benefits under the Act.
  2. When warranted, the UC may challenge a separated employee's claim for benefits on the basis that he/she should be disqualified, or is ineligible.
 

Procedure

Filing a claim:

Claimant: Files a claim for benefits with an MUA branch office.

Department: If a department receives forms or other correspondence from the MUA regarding a claim filed by a current or former employee, any such materials should immediately be forwarded to MSU Human Resources Unemployment Compensation for proper handling.

Unemployment Compensation:

  • Collects needed data from Payroll Office and departments.
  • Completes and returns proper forms to MUA.

Eligibility:

MUA: Makes all determinations as to eligibility for benefits.

MSU Human Resources Unemployment Compensation:

  1. Evaluates all MUA determinations as to accuracy of data and appropriateness of any awarded benefits.
  2. Files appeal of MUA determination, when warranted.

Payment of benefits:

MUA: Makes all benefit payments to claimants.

Reimbursement:

MUA: Bills Michigan State University quarterly for all benefit payments charged to MSU.

Unemployment Compensation:

  1. Upon receipt of quarterly statement from the MUA, submits payment for all charges to its account.
  2. Charges administrative costs to appropriate department. (NOTE: Benefit costs are not charged to department.)
