1.0  POSITION COMPLEMENT REPORT (PCR)

    The Position Complement Report (PCR) provides information on filled and open approved positions for tenure/continuing system faculty and academic staff.  It is divided into two sections, a detail section and a summary section.  The detail section lists the names of tenure/continuing system faculty/academic staff, plus the position numbers of approved open positions and vacant positions.  The summary section provides a numerical summary of the general fund fte associated with the positions listed in the detail section.   Top

2.0  DATA SOURCE

    The Position Complement report is based on data from Academic Position Request forms, plus the Faculty computer records file (B15) and the Budget computer records file (E02).  These files are, in turn, based on the academic personnel actions such as appointments, changes of status, retirement and termination forms submitted by units.  The most recent record entered in the faculty file, and the open-ended record of the budget file are used for current faculty/academic staff.  If there is no open-ended record in the budget file, the most recent budget record is used.  The faculty file and budget file records at the time of retirement or termination are used for data on retirements/terminations.    Top

3.0  DATA INCLUDED

    3.1  Academic Position Requests

    Only those Academic Position Requests that have been approved within two years of the date of the data on the report have been included.  (After two years, approval for the Academic Position Request is rescinded and the unit must begin anew to obtain approval for a position.)     Top

      3.2  Current Faculty and Academic Staff

          3.2.1  All currently active continuing system faculty and academic staff are included.  Of the currently active end-dated faculty/academic staff only those individuals who have been recruited to fill tenure system positions but who have been initially hired on a fixed-term basis due to limitations imposed by visa status, are included.    Top

          3.2.2  Although the intention of the PCR is to show only open-ended assignments, in some cases  tenure/continuing system faculty/academic staff also have end-dated assignments that are shown on the current report.  Current administrative assignments with end dates and other assignments with end dates are shown if the end dates are reasonably far in the future.  However, the funding associated with various assignments comes from the Budget file which does show the open-ended funding no matter how far in the future an end-dated funding stops.  Thus, although a temporary assignment may appear on the PCR, only continuing funding or funding at the time of termination/retirement will appear.     Top 

      3.3  Terminations and Retirements
        All faculty and academic staff who have terminated or retired from tenure/continuing system positions within the past 2 years are included.   Top

      4.0  SORT ORDER (Detail and Summary Sections)

      Data is sorted by Common Unit Code order (i.e, by the 2-digit college code and then by the 3-digit department code).  In the upper left corner of each page of the report, is shown the department code followed by the department name.  On the next line is the college code followed by the college name.  Top

      5.0  DEFINITION OF ROW HEADERS (Detail and Summary Sections)

        5.1  Position status:  Within each department the data is divided into five categories in accordance with the status of the position:

            5.1.1  Total filled positions:  This is a list of currently active tenure/continuing system faculty/academic staff; plus those recruited to fill a tenure system position but appointed in a fixed-term position due to visa status.   Top

            5.1.2  Posted but also filled:  These are Academic Position Requests approved within the past two years with position numbers that match the position numbers of tenure/continuing system faculty/academic staff who are currently active.  The name of the currently active person is indicated.  A position will be listed here when it is requested before the incumbent has left and the incumbent’s position number is used on the Academic Position Request.   Top

            5.1.3  Posted vacant positions:  These are Academic Position Requests approved within the past two years with position numbers which match the position numbers of tenure/continuing system faculty/academic staff who have retired or terminated during the past two years.   The retired/terminated person’s name is indicated along with “retr if they retired, or “term” if they terminated for any other reason.  A position appears on the “posted vacant position” list when it is requested within two years of the retirement/resignation and the retiree/resignee’s position number is used on the Academic Position Request.  Top

            5.1.4  Posted new position #s:  These are Academic Position Requests approved within the past two years with position numbers which match neither any currently active tenure/continuing system faculty/academic staff, nor any tenure/continuing system faculty/academic staff who have retired or terminated in the past two years.  Thus, for example if an Academic Position Request is assigned a number which has not been used before, the position will be listed here;  if an Academic Position Request is assigned a position number that was assigned to a tenure system faculty member who retired three years ago, the position will be listed here.  Top

            5.1.5  Vacant position #s:  These are tenure/continuing system faculty/academic staff who have retired or terminated within the last two years, whose position numbers have not been assigned to any Academic Position Request approved in the last two years.  These vacant positions are not counted in the Position Complement number, but can be useful in interpreting when the department has assigned new positions numbers and when it has reused numbers of those terminating/retiring.   Top

            5.2  Administrative and Appointment Status:  Within each of the five categories listed above, the people and positions are further divided into the following five groups according to administrative assignment and appointment status:

                5.2.1
                  Administrative:  Every person or position with an executive management title (vice president, registrar, etc.), or a management title (dean, chairperson, etc.) is listed in the administrative category on each of their appointing departments’ page, regardless of which department is associated with the title.  See University Approved Academic Titles.   Top

                5.2.2  Faculty:  Tenure system faculty without executive management or management title.   Top

                5.2.3  Librarian:  Librarians and archivists in the librarian continuing appointment system without executive management or management title.   Top

                5.2.4  Specialist:  Academic specialists in the academic specialist continuing appointment system without executive management or management title.   Top

                5.2.5  Other continuing:  Any continuing system appointees who are not faculty, librarians, archivists, or academic specialists and who are without executive management or management title.   Top


            6.0  DEFINITION OF COLUMN HEADERS (Detail Section):

              6.1  Pos No:  The position number which has been assigned to the position.

                  6.1.1 
                    A three character designation is used to denote the college for uniformity on the report.  (The department/college may have used a 2-, 3- or 4-character designation on the personnel action forms.)   Top

                    6.1.2  
                    The college designation of a position in a non-academic major administrative unit (MAU) reflects the MAU of appointment.  For example the MAU of a person appointed in the Libraries is 56, whereas the MAU of a person appointed in the Vice Provost for Libraries, Computing and Technology is 47.  The person in the Libraries will have LIB as the MAU designation in the position number whereas the person in VPLCT will have LCT.   Top

                    6.2  Name:
                      The name of the person associated with the position number.   Top

                      6.3  Pos/Rank:
                        Position or rank.  “prof” = professor, “asc p” = associate professor, “ast p” = assistant professor, “instr” = instructor, “sr sp” = senior academic specialist, “spec” = academic specialist,“archv” = ‘archivist, “libr” = librarian, “msue” = MSU extention, “sr e” = senior engineer, “st e” = staff engineer, “engr” = engineer, “sr p” = senior physicist, “st p” = staff physicist, “phys” = physicist, “prf,n” = professor NSCL, “asc,n” = associate professor NSCL, “ast,n” = assistant professor,NSCL, “ins,n” = instructor NSCL, “othr” = none of the above.   Top

                        6.4  Appt Stat: 
                        Appointment status of the individual who is associated with the position number.  “w ten” = with tenure, “w cnt” = with continuing appointment, “prob” = in the tenure system or a continuing system with a probationary end date, “fixed” = fixed term.   Top

                          6.5  Genl Fund:
                            FTE funded by the general fund of the department shown in the upper left corner.   Top 

                          6.6  AES Fund:  FTE funded by the Agricultural Experiment Station.    Top 

                          6.7     MSUE Fund:  FTE funded by MSU Extension.    Top 

                          6.8  Othr Fund:  FTE funded by source other than the three shown above.  (i.e., general fund from units other than the department shown in the upper left corner, plus all other non-AES and non-MSUE funds.)    Top

                          6.9  Addl Dept:  Additional department.  The 5-digit common unit codes of up to three additional appointing departments are shown.   Top

                          6.10  Date Pos Approved:  The most recent date the Provost approved the position.  This date is provided only for unfilled position requests approved within the past two years.   Top

                          6.11  Remarks:  The remarks contain additional information such as title, date of retirement, or information about a posting.  “RT” = Retirement without consultantship year, “RF” = Retirement with a consultantship year, “TM” = Separation for any reason other than retirement.   Top

                        7.0  SUMMARY SECTION (See “Definition of Row Headers” above for definitions of the underlined terms.)

                          7.1    Total Filled Positions shows the sum of general fund FTE (from the college/department in the upper left corner) of all filled positions, by group.  The FTE is that shown in the open-ended budget records for the individuals involved.   Top

                          7.2    Filled but also Posted shows the sum of a subset of FTE of “Total Filled Positions”, namely the FTE associated with the position numbers assigned to active faculty/academic staff members that are also assigned to Academic Position Requests approved within the past 2 years.  The FTE are taken from the Academic Position Requests.   Top

                          7.3    Net Filled (Tot Filled - Filled but Posted) is a subtotal, calculated by subtracting “Filled but also Posted” from the “Total Filled Positions”.  (The “Filled but also Posted” sum is added into the “Total Posted” subtotal below.)   Top

                          7.4    Posted Vacant Positions shows the sum of general fund FTE of “Posted Vacant Positions”,  i.e., the sum of the FTEs from the Academic Position Requests.   Top

                          7.5    Posted New Position #s shows the sum of general fund FTE of “Posted New Position #s”.  (The FTE for these positions are taken from the Academic Position Requests.)   Top

                          7.6    Total Posted (Filled + Vacant + New)  is the sum of the FTE of “Filled but also Posted”, “Posted Vacant Positions”, and “Posted New Positions”.   Top

                          7.7    Position Complement (Net Filled + Total Posted) is the sum of the FTE of “Net Filled” plus the “Total Posted”; or equivalently, the sum of the FTE of “Total Filled Positions”, “Posted Vacant Positions”, and “Posted New Positions”.   Top

                          7.8    Vacant Position #s  is an extra item of information, showing the sum of general fund FTE of tenure/continuing system faculty/academic staff who have retired or terminated within the last two years, whose position numbers have not been assigned to any Academic Position Request approved in the last two years.   Top


                        8.0  APPENDIX – ASSIGNING ACADEMIC POSITION NUMBERS

                            8.1  Position numbers “belong” to the college or Major Administrative Unit.   Top

                                8.1.1  
                                The college cannot assign the same position number to two different positions that are to be posted at the same time.  Top 

                                  8.1.2
                                     Colleges can formulate additional rules for assigning position numbers in their college, but are not required to do so.  If the college does not assign a number to an Academic Position Request, one will be assigned by the Office of Academic Human Resources (AHR), and will be one number higher than the last number AHR assigned in the college.   Top

                                  8.2
                                    An Academic Position Number can be changed on a Change of Status form, either as  single action or in conjunction with other actions for the faculty/academic staff member.   Top

                                  8.3  In a limited number of cases, such as when filling an administrative position, the position number assigned to the person filling a position may be different from that assigned to the position on the Academic Position Request.   Top

                                    8.3.1  This would be acceptable for example, when a current faculty departmental member is the successful candidate for the Chairperson position in the department, and the college and department choose have the faculty member retain his/her position number rather than changing to the number under which the Chairperson position was posted.   Top
