0.1 Preamble

This document describes an Appointment System for clinician faculty members appointed on a paid basis in the Colleges of Human, Osteopathic, and Veterinary Medicine and Nursing. The system is intended to be a separate personnel system with its own structure, not intended to replace the tenure system, the fixed term system, the system of appointment for the Cyclotron faculty or the academic specialist appointment system, but to be in addition to those appointment structures. This system is similar to that used in many major universities across the country which have medical and nursing schools. Both the University of Michigan and Wayne State University Medical Schools have this type of personnel system, as does the University of Wisconsin.  In our most recent review, fifty-one medical schools in the U.S. had such personnel systems. This appointment system is also increasingly used in Colleges of Nursing and Veterinary Medicine.

The major reason this document has been developed, and this system proposed, is to aid in the recruitment and retention of sufficient numbers of clinician faculty members to meet the service and teaching missions of the medical and nursing colleges.  This personnel system is not intended to include any faculty members who are non clinicians, for example; this system is not intended as a personnel system for basic biological or behavioral science faculty members appointed within the medical colleges.

NOTE 1:  Changes to this document can be made with reference and application to a specific College and faculty only. Changes made by one College are not binding on the other Colleges.

NOTE 2:   All document references to "Department and Unit Chairs and/or Administrators" apply only to the College of Human Medicine, the College of Osteopathic Medicine and the College of Veterinary Medicine. The College of Nursing does not utilize these structures. The College of Nursing will designate which administrative position(s) will carry out these referenced functions and activities.
